Today, a briefing was held dedicated to the analysis of work carried out in 2025 to ensure openness in the activities of state bodies and organizations, particularly the final results of the Openness Index, with the participation of Sherzod Saparov, Head of the Information Service of the Anti-Corruption Agency.

As noted, during the reporting period, under the leadership of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, the strengthening of the principles of openness and transparency continued consistently as one of the priority directions of state policy. Within this framework, systematic measures were implemented to enhance transparency in public administration, promote open dialogue and public oversight, and further improve the legislative framework in the field of openness.

In particular, the list of socially significant information was expanded to 43 categories, and mechanisms for effective oversight over strict compliance with the principle of openness in the adoption of departmental documents by state bodies and organizations, including local government authorities, were further improved.

In 2025, all sessions of the chambers of Parliament and 559 sessions of territorial Councils, as well as the dissertation defense procedures for 2,079 doctoral candidates conducted by academic councils, were broadcast live via television channels and the Internet.

In order to enhance qualifications and provide methodological support to 146 employees responsible for ensuring openness in state bodies and organizations, 7 training courses were organized with the participation of international experts.

In addition, the number of interactive modules on the electronic “E-learning” platform, designed for distance learning of civil servants, was increased to 14. Throughout 2025, a total of 1,320 employees of state bodies (820 at the republican level and 500 at the local level) completed training through this platform and were awarded special certificates.

As is known, in accordance with Presidential Decree of the Republic of Uzbekistan No. PF-154, since 2022 the effectiveness and performance of work on ensuring openness in state bodies and organizations have been evaluated annually based on the “Openness Index.”

In particular, in the 2025 assessment cycle, the activities of 97 ministries, agencies, institutions, and local government authorities were covered. The evaluation process was carried out on the basis of 8 indicators, comprising 84 assessment criteria.

According to the final assessment results, 66 state bodies demonstrated performance at the level of the “green” category, 22 were classified under the “yellow” category, while the activities of 9 state bodies were assessed within the “red” category of effectiveness.

Notably, compared to the previous year, the number of agencies classified in the “green” category increased by 34 percent, while the number of organizations in the “yellow” category decreased by 36 percent, and those in the “red” category decreased by 31 percent.

In comparison with the results of the first assessment cycle in 2022, the number of state bodies included in the “green” category increased by 3.5 times, while the number of organizations in the “yellow” category” decreased twofold, and those in the “red” category decreased threefold.

The highest performance indicators in the field of openness were recorded by the Navoi Mining and Metallurgical Combine, JSC “Uzbekhydroenergo”, and JSC “Uzavtosanoat”, as well as the Transport Control Inspectorate, the Almalyk Mining and Metallurgical Combine, the Ministry of Digital Technologies, and the Ministry of Justice.

Among republican-level organizations, the lowest performance indicators were recorded by the Agency for Increasing Forest and Green Areas and Combating Desertification and JSC “Uzbekiston Temir Yollari.” At the regional level, the khokimiyats of Andijan Region and the City of Tashkent were classified in the “red” category, demonstrating the lowest performance results.

The Anti-Corruption Agency, based on the results of the annual assessment, consistently implements measures aimed at further improving the openness system, and this work will continue on a systematic basis in the current year.

In particular, recommendations will be developed to further improve the activities of state bodies and organizations classified in the “yellow” category in the field of ensuring openness, and practical assistance will also be provided for their implementation.

With regard to organizations included in the “red” category, it is envisaged to submit proposals on the application of disciplinary measures in accordance with the procedure established by law, to study systemic shortcomings in ensuring openness, to eliminate them, and to develop a comprehensive action plan aimed at improving their performance in this area.

In addition, it is planned to hear reports from the heads of state bodies and organizations classified in the “red” category at meetings of the National Anti-Corruption Council, the Cabinet of Ministers, and the Senate of the Oliy Majlis regarding the shortcomings identified in the field of openness and the measures planned to address them.

Furthermore, in order to further disseminate the positive experience achieved through the implementation of the Openness Index, the Agency will introduce the practice of conducting assessment processes at lower administrative levels. In particular, starting from the second half of 2026, as a pilot project, it is planned to assess the level of openness of district and city khokimiyats, as well as organizations in the Navoi region, on the platform index.anticorruption.uz.

The Anti-Corruption Agency will continue its consistent work in coordinating and continuously monitoring the sphere of ensuring openness in the activities of state bodies and organizations, as well as in ensuring the implementation of legislation on openness.
