Public Procurements Worth 2.374 Billion Soums Are Canceled
The Anti-Corruption Agency has conducted remote monitoring, which revealed violations made by government customers when conducting public procurements. Those include:
- Public procurement in the amount of 700.0 million soums for the provision of cargo transportation services by order of the Unitary Enterprise for Operation of Roads of Khovos District;
- Public procurement in the amount of 174.0 million soums for the provision of outsourcing services by order of the Andijan Regional Multidisciplinary Medical Center;
- Public procurement in the amount of 1.5 billion soums for the purchase of construction products by order of the Tashkent Regional Specialized Somatic Hospital.
Documents of entrepreneurs participating in these public procurements were uploaded to the electronic platform through the devices used by the chairs and members of the procurement commission (with the same IP addresses).
As a result, the requirements were violated of Articles 10, 14, 20 and 46 of the Law ‘On Public Procurement’, as well as of the Regulations approved by the Resolution of the Cabinet of Ministers of the Republic ‘On the organization and conduct of procedures related to public procurement.’
Based on these cases, the Anti-Corruption Agency submitted statutory notices to the customers to cancel the Minutes of the Procurement Commissions, and the collected materials were submitted to the Department for Combating Economic Crimes at the Prosecutor General’s Office.
Based on the statutory notices of the Anti-Corruption Agency, the Minutes of the Procurement Commissions were canceled and the perpetrators were brought to disciplinary liability.
