on consideration of appeals from individuals and legal entities received by the Anti-Corruption Agency for the first quarter of 2023
The Anti-Corruption Agency of the Republic of Uzbekistan carries out a wide range of activities aimed at protecting the rights, freedoms and legitimate interests of individuals and legal entities, establishing communication with the population, bringing the work with appeals to a qualitatively new level.
In the first quarter of 2023, the Anti-Corruption Agency received 771 appeals. Consideration of 735 appeals has been ensured and 36 appeals are currently under consideration. Of these, 27 appeals were positively resolved, for 4 of which the Agency received letters of thanks. 233 appeals were satisfied by providing legal advice and clarifications. 4 appeals were identified anonymous, consideration of 49 repeated appeals was completed in accordance with the established procedure. 422 appeals were sent to the relevant ministries and departments.
Of the total number of appeals, 701 were received from individuals, 70 from legal entities, 236 in writing, 433 in electronic form, and 102 appeals were received through the Call-Center.
Based on the results of consideration of appeals, the Agency submitted 16 enquiries to the relevant ministries and departments, as well as the regional (district, city) administrations, and 5 statutory notices submitted to eliminate violations.
Based on the results of consideration of appeals, the employment contract with 1 employee of the government body was terminated, 3 criminal cases were initiated, and measures were taken to eliminate existing errors and shortcomings.
Thanks to the policy of openness pursued in Uzbekistan, the topic of combating corruption is widely covered in the media and social networks, due to cultivating a sense of corruption intolerance in citizens, the disclosure of corruption acts committed by officials of goverment bodies, the number of appeals received by the Agency is increasing. In particular, when comparing 771 appeals in the first quarter of 2023 and 555 appeals in the first quarter of 2022, the increase is 38.9%.
Most appeals are related to the judicial and legal area, the inappropriate actions of officials, and corruption in various areas.
In particular, in the first quarter of 2023, the Agency received appeals in the following areas:
123 (16.0%) complaints about the inappropriate actions of employees in education sector and violations of legislation in the field, of which:
97 (12,6%) in the field of public education, 48 of which are duplicates;
13 (1,7%) in higher education;
13 (1,7%) in preschool education;
113 (14.7%) complaints against court decisions, of which:
27 regarding decisions of courts in criminal cases;
20 regarding decisions of courts in civil cases;
12 regarding decisions of administrative courts;
41 regarding decisions of military courts, of which 39 are duplicates;
13 regarding decisions of economic courts;
66 (8.6%) facts of violations of the law in the course of public procurement and tendering;
56 (7,3%) complaints against inappropriate actions and decisions of internal affairs officers;
34 (4.4%) complaints about the inappropriate actions of medical workers and violations of legislation in the field of healthcare;
28 (3.6%) appeals regarding loans and complaints about the inappropriate actions of bank employees;
28 (3.6%) regarding land plots;
27 (3.5%) complaints against the decisions of the Prosecutor’s Office and the lack of results regarding the consideration of appeals by the Prosecutor’s Office;
26 (3,4%) complaints against the inappropriate actions of the heads of certain economic management bodies;
23 (3.0%) complaints about the actions of BCE employees and non-execution of executive documents;
23 (3.0%) complaints about unlawful actions and decisions of local administrations and officials;
20 (2.6%) complaints on the fact of fraud;
18 (2.3%) regarding gas and electricity issues;
17 (2.2%) appeals with proposals for improving legislation;
16 (2.1%) complaints about illegal construction and quality of construction works;
15 (1,9%) on the issue of labor relations;
13 (1.7%) complaints against the inappropriate actions of chairs and workers of citizens’ assemblies;
13 (1,7%) regarding pension issues, social protection and material assistance;
11 (1,4%) on housing issues;
11 (1,4%) appeals on cadastral issues;
9 (1,2%) on the issue of non-compliance with the terms of the contract;
8 (1,0%) on the issue of employment with the Agency;
8 (1,0%) appeals on cases of offenses in the field of physical culture and sports;
7 (0.9%) on making an appointment for a personal reception with the Director of the Agency;
6 (0,8%) regarding the Prosperous Village and Prosperous Mahalla programs;
4 (0,5%) letters of thanks;
3 (0,4%) issues of water use;
3 (0,4%) complaints about the actions of imam khatibs;
3 (0,4%) complaints against the inappropriate actions of tax service employees;
2 (0,3%) regarding election processes;
2 (0,3%) regarding inheritance disputes;
35 (4.5%) appeals on other issues.

The efforts undertaken by the Anti-Corruption Agency to work with appeals serve to find a solution to the problems of the population and create the basis for developing appropriate measures to eliminate them by analyzing the factors that cause corruption situations indicated in citizens’ appeals.
