on consideration of appeals from individuals and legal entities received by the Anti-Corruption Agency of the Republic of Uzbekistan in the first half of 2022
The Anti-Corruption Agency of the Republic of Uzbekistan carries out a wide range of activities aimed at protecting the rights, freedoms and legitimate interests of individuals and legal entities, establishing communication with the population, and bringing consideration of appeals to a qualitatively new level.
In the first half of 2022, the Anti-Corruption Agency received 1,169 appeals, of which 1134 considered, and 35 appeals are under consideration.
In particular, 49 appeals were resolved positively, 380 appeals were satisfied by providing legal advice and clarifications, 39 appeals were declared anonymous, 11 repeated appeals were terminated in the prescribed manner, 2 appeals were taken into account, 653 appeals were sent under the jurisdiction to the relevant ministries and departments.
998 appeals were received from individuals, 171 - from legal entities, 907 appeals were received in writing, 193 - in electronic form, 69 appeals – orally. At the personal reception, the Agency Director received 45 appeals, during meetings of responsible employees with citizens - 45 appeals, and 58 appeals - through the Call Center.
Based on the results of consideration of appeals, 25 inquiries and 15 statutory notices were submitted to the regional (district, city) administrations and relevant ministries and departments to eliminate violations of the law.
Following the consideration of appeals, 9 documents issued in violation of the law were annulled, based on the documents submitted by the Agency, law enforcement agencies initiated 7 criminal cases, 4 cases of administrative liability and 2 cases of disciplinary liability, as well as measures were taken to eliminate existing errors and shortcomings. The amount of financial errors and deficiencies identified during the study of appeals amounted to 30.4 billion soums.
By spheres:
Most of the appeals received by the Agency relate to problems in the judicial and legal sector and complaints about the actions of officials, as well as corruption in various areas.
Large-scale reforms carried out in the republic and the practical work carried out by the Anti-Corruption Agency, including anti-corruption projects in various areas, the implementation of road maps aimed at preventing corruption, and amendments to legislation, facilitate reduction of number of appeals received by the Agency. In particular, in the first half of 2021 the Agency received 2994 appeals, while in 2022, this figure amounted 1169 appeals, which in percentage terms means a decrease in the number of appeals by 61 percent.
When comparing the number of appeals by spheres, a significant reduction can also be seen. In particular:
problems in appointment of pensions and social benefits by 88.9 percent;
problems in housing and communal services sector by 85.4 percent;
complaints about violations of labor legislation by 84.6 percent;
problems in public education by 84.4 percent;
issues on embezzlement of state budget funds by 80.0 percent;
complaints about violations in the healthcare sector and misconduct of medical workers by 72.1 percent;
disagreement with court decisions in civil cases by 66.7 percent;
disagreement with court decisions in criminal cases by 64.5 percent;
disagreement with court decisions of the Compulsory Enforcement Bureau by 60.4 percent;
in the field of cadastre by 58.1 percent;
problems with power supply by 50.0 percent;
in the field of insurance by 33.3 percent.

Compared with the first half of 2021, this year the number of appeals significantly decreased - from Navoi Region by 86.6 percent, from Surkhandarya Region by 78.9 percent, from Khorezm Region by 72.1 percent, from Samarkand Region by 68.8 percent, from Jizzakh Region by 66.9 percent, from Namangan Region by 59.8 percent, and from Bukhara Region by 55.8 percent.
The Anti-Corruption Agency in the fight against corruption makes it priority to eliminate the factors that cause cases of corruption indicated in the appeals, to find ways to solve problems, and to develop proposals for further improving legislation based on the analysis of the appeals. Taking this fact into account, the Agency approved the Work Plan 2022. In accordance with the Plan, the Agency is working on the development of draft regulatory acts on the introduction of amendments and additions to the current legislation and their submission to the relevant authorities.
Also, the Department of Appeals of the Anti-Corruption Agency, in cooperation with ministries and departments, and structural divisions of the Agency, conducted an analysis of corruption situations and the factors causing them given in the appeals. Specialists have developed the ways to solve problems, and put forward proposals for further improvement of legislation in this area, which will be discussed at the next meeting of the National Anti-Corruption Council.
