Regional Anti-Corruption Councils of the Republic of Karakalpakstan, regions and Tashkent city (hereinafter referred to as the Regional Councils) are bodies coordinating the activities of regional government agencies and organizations involved in anti-corruption activities.
Decisions made by the Regional Council must be implemented by all local government authorities, public associations and other organizations.
The regional council carries out its activities in cooperation with local government bodies and other organizations.
The main tasks of the Regional Council are:
- organizing the implementation of state and other programs in the field of anti-corruption;
- ensuring coordination and interaction of the activities of bodies and organizations carrying out and participating in anti-corruption activities in the relevant region;
- organizing the development and implementation of measures to increase the legal consciousness and legal culture of the population, the formation of an intolerant attitude towards corruption in society;
- ensuring the effectiveness of measures to prevent, identify, suppress and eliminate the consequences, causes and conditions of corruption offenses.
The Regional Council has the power to:
- make decisions aimed at increasing the efficiency of the activities of bodies and organizations involved in the fight against corruption in the relevant region;
- request and receive information related to the powers of the Regional Council from ministries, state committees and regional structures of departments, local governments, other government bodies, self-governing bodies, public organizations and citizens;
- make proposals to the National Council to improve legislation and law enforcement practice in the field of anti-corruption;
- hear reports from the heads of regional government bodies carrying out anti-corruption activities;
- compose working commissions and (or) expert groups to conduct research and prepare proposals on important issues of the activities of regional councils, as well as involve specialists in the work of these commissions and groups, and, if necessary, involve experts from leading foreign countries;
- in order to strengthen the immunity of young people to corruption in the regions, organize and supervise the preparation of lectures on anti-corruption efforts in schools, vocational colleges and higher education institutions;
- implement on a regular basis the Corruption-Free Area program in the regions and expand the areas of coverage;
- develop a system for conducting anti-corruption expertise and monitor it during the implementation of investment projects in the regions.
The Regional Council is obliged to:
- implement decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan, as well as the National Council for organizing events aimed at increasing the effectiveness of the fight against corruption;
- provide information to the Agency for the development and improvement of the National Corruption Perception Index, which assesses the level of corruption in regions, economic sectors and other areas together with civil society institutions.
