Information Is Presented on the Implementation of Tasks in the Fight Against Corruption within the Framework of the Uzbekistan 2030 Strategy
The Agency of Information and Mass Communications held November 22 a briefing with the participation of Deputy Director of the Anti-Corruption Agency Umida Tukhtasheva, who presented information on the implementation of the assigned tasks in the field of combating corruption within the framework of the Uzbekistan 2030 Strategy.
She noted that the 89th goal of the Uzbekistan 2030 Strategy, aimed at increasing the efficiency of the system for preventing corruption factors, accelerating the continuation of work to create an uncompromising attitude towards corruption in society, contains the following key tracks:
· moving up at least 50 positions in the Corruption Perceptions Index of Transparency International;
· achieving a halving of cases of violation of the requirements of legislation on public procurement.
To achieve these target indicators, the Program of Measures for the high-quality and timely implementation of the Uzbekistan 2030 Strategy in 2023 was approved, and as part of its implementation, the Anti-Corruption Agency done the following:
· A draft has been developed that increases liability for violating the requirements of the legislation on public procurement and allowing conflicts of interest.
· It is proposed to legislatively strengthen the sanctions of Article 1758 of the Administrative Responsibility Code (violation of public procurement legislation) and increase the amount of the fine.
Also, if previously only officials were held accountable under this article, now, according to the draft, it is proposed to hold accountable executive employees responsible for public procurement along with officials.
In order to identify factors causing corruption in regulatory legal acts and their drafts, and their elimination, the Law of the Republic of Uzbekistan ‘On anti-corruption expertise of regulatory legal acts and their drafts’ was adopted.
The law establishes a procedure for monitoring compliance by government bodies with the requirements of legislation on anti-corruption expertise of regulatory legal acts, and the factors causing corruption in them, and also determines that citizens of the Republic of Uzbekistan, self-government bodies of citizens, NGOs, and the media can participate in anti-corruption expertise of regulatory legal acts and their drafts carried out by government bodies and organizations.
Proposals for further improvement of the activities of the National Anti-Corruption Council and regional anti-corruption councils have been developed and submitted to the National Anti-Corruption Council.
In order to develop an uncompromising attitude towards corruption among young people, anti-corruption co-working centers are being created in higher educational institutions all throughout Uzbekistan, and workshops for students are held in universities.
In particular, the YouthLed project has been launched, aimed at developing an uncompromising attitude towards corruption among university students.
In order to identify and analyze the factors causing corruption in various spheres of state and public life, the Anti-Corruption Agency conducted studies in more than 30 areas, as a result of which 40 analytical reports were submitted to the Administration of the President of the Republic of Uzbekistan and other organizations.
In particular, corruption risks in such areas as energy, agriculture and water management, healthcare, public procurement, education and land use were analyzed, and proposals were developed to prevent corruption in these areas.
The Anti-corruption Agency submitted 189 statutory notices to government bodies to eliminate the causes and conditions causing corruption, and decisions of officials with signs of corruption were canceled.
