Presidential Decree Adopted on “Measures to Limit Illegal Interference in Business Activities and Enhance the Transparency of Control Measures”

According to the Presidential Decree, starting from 1 July, the information system “Unified State Control” and its mobile application will be launched with new enhanced functionalities.

It is established that communication between a civil servant and a business entity, carried out in accordance with legal requirements and for the purpose of performing official duties, shall be considered justified interaction.

At the same time, interaction that does not fall under these criteria and leads to conflicts of interest or corruption risks shall be deemed unjustified interaction.

The assessment of whether interaction is justified or unjustified shall be carried out by the internal anti-corruption control units of the respective state bodies.

Entering information on such interactions into the “Unified State Control” information system is mandatory for civil servants.

The Anti-Corruption Agency, together with the Business Ombudsman, will carry out continuous monitoring of the data entered into the system, and in cases provided for by law, will submit relevant information to law enforcement authorities.

If a civil servant engages in unjustified interaction with the same business entity two or more times within one year, a service investigation shall be conducted by the internal anti-corruption control unit of the state body, and other disciplinary measures may be applied.
