The Ongoing Anti-Corruption Work in Surkhandarya Region Critically Reviewed

On October 5, a meeting of the Surkhandarya Regional Anti-Corruption Council was held with the participation of members of the Regional Council, the Agency’s working group, heads of the regional department and representatives of the media, during which the implementation of anti-corruption policy reform in the region was critically reviewed, as well as goals and objectives for the future were outlined.

At the beginning of the meeting, Director of the Anti-Corruption Agency Akmal Burkhanov introduced the participants to the results of the study conducted by the working group in the region, as well as factors that affect the effectiveness of anti-corruption activities and create corruption risks in the area.

He noted that the largest share of financial errors and shortcomings associated with the targeted expenditure of budget funds on a republican scale occurs in Surkhandarya Region. This indicates that the activities of responsible persons of state organizations in budget planning are not at the proper level.

Inadequate work to combat corruption and irresponsible approach of officials to assigned tasks negatively affects the assessment of the region in various ratings.

In particular, Surkhandarya Region was placed in the yellow category in the Openness Index. Thus, the Anti-Corruption Agency developed recommendations on measures to ensure openness in the region and disseminate positive experience. As a result, a positive shift was noted, that is, when studying the level of disclosure of socially significant information to be posted as open data for the second quarter of this year, the Agency’s specialists gave the work a good assessment.

Also, during the discussions, serious attention was paid to the issues of strict compliance by responsible employees with all the requirements of regulatory documents, and holding accountable officials who do not perform their duties properly.

During the meeting, the work of the Regional Anti-Corruption Council was critically assessed regarding the lack of initiative in organizing competitions, cooperation with NGOs, conducting surveys, etc.

Reports were heard from the regional prosecutor, the secretary of the Regional Council and other officials on the issues.

As a result of the discussions, a number of proposals were put forward regarding a radical revision of the anti-corruption system in the region, in particular, intensifying the activity of the Regional Council and increasing the responsibility of its members. In particular, it was stated that cases of corruption in districts with high levels of corruption and measures taken to prevent them should be systematically discussed at meetings of the Regional Council. And that the Council must effectively use tools, including monitoring and oversight activities, as well as hearings.

The Anti-Corruption Agency specialists made a number of recommendations to strengthen cooperation with NGOs and the media in order to further strengthen public involvement in the anti-corruption process.
