Results of the Implementation of Instructions Outlined by the President at the Extended Meeting of the National Anti-Corruption Council, As Well As the Results of the 2024 Rating Assessment of the Effectiveness of Anti-Corruption Work

The head of the Press Office announced the results of the 2024 rating assessment of the effectiveness of anti-corruption work, as well as the progress in implementing the tasks and instructions outlined by the head of state at the extended meeting of the National Anti-Corruption Council.
According to the Resolution of the President of the Republic of Uzbekistan No. RP-81 of January 12, 2022 ‘On measures to implement the system for rating assessment of the effectiveness of anti-corruption work’, the activities of 102 government organizations for 2024 have been assessed on a scale from 0 to 100 points. The activities of 13 of them were assessed for the first time, and the remaining 89 organizations had already participated in previous assessments.
According to the results, the effectiveness of anti-corruption work of 41 organizations classified as ‘good’ - (81-100 points), the work of 53 organizations assessed as ‘satisfactory’ - (55-80 points), and 8 organizations fell into the ‘unsatisfactory’ category - (below 55 points).
According to the analysis, the rating results this year have been improved by an average of 73.8 points. Compared to 2023, the improvement is by 4.9 points (an average of 68.9 points based on the results of assessing the activities of 95 government organizations), and compared to the results of 2022, the improvement is by 14.3 points (an average of 59.5 points based on the results of assessing the activities of 62 government agencies).
In addition, following the introduction of effective mechanisms to prevent corruption in government organizations that have achieved positive results, it became possible to reduce the number of corruption-related crimes.
According to the Ministry of Internal Affairs, compared to last year, the number of corruption-related crimes decreased in the Ministry of Digital Technologies by 71.4%, in the Ministry of Water Resources by 47.8%, in hokimiyats (regional administrations) by 43.2%, in commercial banks by 31.9%, in the system of the Ministry of Justice by 21.9%, in the system of the Ministry of Economy and Finance by 8.3%.
As a result of the joint work of the Anti-Corruption Agency and 13 government organizations, whose anti-corruption activities were rated as ‘unsatisfactory’ in the 2023 rating, it was managed to achieve positive results by eliminating the identified deficiencies.
In particular, the following organizations achieved positive results: the Youth Affairs Agency - 85 points (in 2023 - 10 points), «Uzbekinvest» Insurance Company - 83 points (28 points), the Ministry of Higher Education, Science and Innovation - 82 points (50 points), the Cultural Heritage Agency - 82 points (22 points), the Inspection for Control of Safety of Water Use and Water Management Facilities - 78 points (5 points), the Ministry of Investment, Industry and Trade - 72 points (18 points).
However, Uzbekcoal JSC, which scored 60 points in the 2023 assessment rating, fell into ‘unsatisfactory’ category in the 2024 rating, scoring only 48 points. In addition, in the 2024 rating, the Agro-Industry Development Agency scoring 9 points fell into ‘unsatisfactory’ category. The organization’s anti-corruption activities ranked "unsatisfactory" for two years in a row (in 2023, it scored only 16 points).
Eight organizations included in ‘unsatisfactory’ category did not provide any information on the measures taken to apply preventive mechanisms, in particular, to monitor and control the effectiveness of anti-corruption procedures, improve the knowledge and skills of employees in the fight against corruption, minimize identified corruption risks, as well as on the effective organization of the activities of internal anti-corruption control units.
In the activities of 53 government bodies whose anti-corruption work assessed as ‘satisfactory’, some omissions and shortcomings were also made, in particular, information was not provided in the designated order regarding the measures taken to reduce corruption risks, monitoring and control the effectiveness of anti-corruption procedures.
The heads of 41 organizations whose activities assessed as ‘good’, showcased leadership skills, demonstrating consistency and effectiveness in the implementation of anti-corruption work. In particular, these organizations took systemic measures to effectively implement preventive mechanisms to combat corruption, assess corruption risks, manage conflicts of interest, conduct monitoring and control activities, eliminate corruption factors during various competitions, as well as to cultivate a sense of intolerance to corruption among employees and the population.
The highest result in the rating assessment system was demonstrated by the Navoi Mining and Metallurgical Combine JSC (96 points), the Ministry of Mining Industry and Geology (95 points), the Central Bank (94 points), the Tax Committee (92 points), Uzbekneftegaz JSC (92 points), Uzbekistan Airports JSC (92 points), the Ministry of Digital Technologies (91 points), and the Ministry of Employment and Poverty Reduction (91 points).
‘Good’ experience of government bodies and organizations in combating corruption will be popularized.
Government organizations with ‘satisfactory’ experience will be given recommendations on further improvement of their work on combating corruption.
Government organizations that received ‘unsatisfactory’ assessment will develop programs of measures to eliminate the shortcomings identified in the fight against corruption and improve their activities in this area, and quarterly reports on the work done by the heads of these organizations will be heard at meetings of the National Anti-Corruption Council.
As known, on March 5, at an extended meeting of the National Anti-Corruption Council, the head of state gave instructions on major changes in the work of internal anti-corruption control (compliance control) units, in particular, the dismissal of the heads of compliance control units of 117 ministries and departments, the appointment of honest, committed and professional personnel to these positions.
To date, the heads of internal anti-corruption control units of 112 ministries and departments have been dismissed from their positions, and measures are being taken to implement the instructions in five.
The Anti-Corruption Agency has submitted letters to the ministries and departments notifying them of the appointment of the head of the internal anti-corruption control unit by April 20 through an open competition.
At the same time, a Roadmap has been developed for the transfer of compliance control units of the ministries of health, construction and water management, as well as Uzbekneftegaz JSC and Uzsuvtaminot JSC to the Anti-Corruption Agency, and joint organizational work is being undertaken now.
Work continues to ensure the implementation of the tasks and instructions outlined by the head of state.
