Openness Index 2024 announced

A meeting of the Commission for Assessing the Effectiveness and Productivity of Ongoing Work in Ensuring Openness has held these days at the Anti-Corruption Agency.

The meeting discussed and reviewed all indicators in detail and the final results of the Openness Index, assessing the effectiveness and productivity of work to ensure openness in government agencies and organizations for 2024, in accordance with the Decree of the President of the Republic of Uzbekistan No. DP-154.

For reference: The Openness Index is formed on the basis of 8 indicators consisting of 84 evaluation criteria. This year, the assessment covered the activities of 98 republican executive bodies - ministries, committees, agencies, inspections, regional administrations (hokimiyats).

Based on the assessment results, 50 government agencies went into the green category (in 2023, 31 agencies were included in this category), 35 agencies and organizations were included in the yellow category (in 2023 - 43) and 13 organizations fell into the red category (in 2023 - 29).

In this year’s assessment, the number of government agencies classified as ‘green’ increased by 21% compared to last year, while those in the red category decreased by 15% (according to positive growth indicators).

The analysis shows that the average rating result this year was 70 points, which is 8 points more than in 2023.

JSC Almalyk Mining and Metallurgical Combine (91 points), the Tax Committee (90 points), JSC Uzavtosanoat (89 points) and JSC Navoi Mining and Metallurgical Combine (89 points) demonstrated the highest performance indicators.

The highest positive growth was recorded by JSC Uzbekistan Airways (+42 points), the Transport Supervision Inspection (+46 points), the Ministry of Sports (+47 points) and the Ministry of Construction and Housing and Public Utilities (+52 points).

Among the organizations fell into the red category are the Pharmaceutical Industry Development Agency (32 points), the Hydrometeorological Service Agency (45 points), the Family and Women’s Committee (50 points), and the Inspection for Control of Electricity, Petroleum Products, and Gas Usage (51 points).

In 2024, a number of measures were implemented to improve the effectiveness and productivity of work to ensure openness in government agencies and organizations, and significant progress was made.

In particular, the Anti-Corruption Agency has established a systematic training of employees responsible for ensuring openness and provision them with methodological support with the engagement of foreign experts. In 2024, 155 employees of government agencies and organizations improved their skills at 11 advanced training courses.

With the support of international organizations (OSCE), E-Learning electronic platform was launched for online training of civil servants, where employees responsible for ensuring openness are systematically underwent trainings.For reference: The platform consists of 9 interactive modules, at the end of each module, the participant’s knowledge is tested. In 2024, 670 (510 republican and 160 local) employees of government agencies underwent training on the platform, and received certificates.

The Cabinet of Ministers’ Resolution No. 910 of December 30, 2024 approved the Procedure for remote monitoring of activities in ensuring openness, and the Regulation defines all procedures. The Resolution also approved standard forms of socially significant data and created a unified approach to the form of public disclosure of this category of data.

Based on the results of the 2024 assessment, the necessary measures to further improve the openness system will be consistently continued.

In particular, recommendations will be developed for further improving the activities of government agencies and organizations included in the yellow category, and practical support will be provided in their implementation.

It is planned to submit a proposal to apply disciplinary action to responsible persons whose work on ensuring openness fell into the red category, in accordance with the procedure established by law, to study and eliminate systemic deficiencies, and to develop a comprehensive program of measures to improve their activities in this area.

Also, at the meetings of the Presidium of the Cabinet of Ministers and the Senate of the Oliy Majlis, information will be heard from the heads of government bodies and organizations whose activities have been included in the red category, about the shortcomings they have made in the area of ​​openness and the planned measures to eliminate them.
